The reason that the Congressional Budget Office scored The Government Takeover Of Healthcare favorably is that the financial structure of it is unique. The taxation (or premiums if you want to call it that) start as soon as it goes into effect. The coverage (actual payment for medical care) starts three years after that.
From Hot Air:
According to the Joint Committee on Taxation, the government will receive the following revenues in the three years preceding the implementation of this plan (implementation of payment for claims to start in 2013):
•2010 – $8 billion
•2011 – $10.3 billion
•2012 – $10.9 billion
From The Cato Institute:
Bill Would Cost More than $2 Trillion
I wish my budget could work that way in the world I live in.
